FINANCE COMMITTEE
January 5, 2011
Meeting Room, Municipal Center
Newtown, CT

PRESENT:  Chairman Ben Spragg, Dan Amaral, Gary Davis, Kathy Fetchick, Jan Andras

ALSO PRESENT:  Pat Llodra, Amy Mangold, Ed Marks, John Voket,

Chairman Ben Spragg called the meeting to order at 6:35 pm.

PUBLIC PARTICIPATION:  None noted

APPROVAL OF MINUTES:  Upon motion by Ms. Fetchick, the minutes of the 12/16/10 meeting were unanimously approved.

CIP – PARKS & RECREATION:  Ms. Mangold and Mr. Marks gave a presentation on future plans for the three parks.  Each park is totally unique – Treadwell has active recreation and swimming.  Dickinson is a more family type, with a playground and less active recreation.  Eichler is a marina that currently serves a limited group, although they are looking to create additional features, such as a beach.
Dickinson Park currently has the new skate park but the playground (Funspace) needs to be recreated, in addition to some type of water feature such as a Splashpad.  However this would require a bath house.  A trail system is being looked into since this would be the best park for trails.
Treadwell is totally built out and the parking/driveway needs to be reconfigured.  We also have the old SAC property that has been used to schedule sports when absolutely necessary.  Any work to that property, to possibly tie it into Treadwell, is not planned for the near future.
Regarding a Community Center, after design, an estimate of $18 million was received from O&G and Ames & Whitaker.  It was recently learned that some kind of arrangement might be worked out with the Newtown Youth Academy to share in their facility.  Ms. Llodra pointed out that the design work was not wasted money since the schematics can still be used and would be fit inside the NYA footprint.  However, discussions with NYA are still very preliminary.

Mr. Spragg advised that the next meeting will be held on Tuesday 1/11/11 at Edmond Town Hall.

Meeting was adjourned at 7:25 p.m.
